Statement on legal action against NHS Surrey Downs CCG

Steve Flanagan, Chief Executive Officer for CSH Surrey, comments:

“Having provided high quality community care services to patients in Surrey for the last 12 years, CSH Surrey, an independent healthcare provider and social enterprise, won a new contract from NHS Surrey Downs CCG to provide adult community health services, as part of the Integrated Dorking, Epsom and East Elmbridge Alliance (IDEEA).

The partnership brought together Epsom and St Helier University Hospitals NHS Trust and three GP federations in Surrey Downs along with CSH Surrey drawing on the expertise provided by each individual organisation to deliver the best service for patients. However, during discussions to agree governance and operational responsibilities, our role was increasingly marginalised, culminating in the other IDEEA partners wrongfully claiming we have withdrawn from the partnership.

After significant efforts to negotiate a satisfactory outcome, we have been left with no choice but to launch legal action against NHS Surrey Downs CCG, who decided it was appropriate to continue with the contract award without CSH Surrey.

Launching legal action was done with a heavy heart and absolutely as a last resort - we are still committed to resolving the situation as quickly as possible and have made numerous attempts to continue negotiations with the CCG and IDEEA partners.

CSH Surrey has a proven track record of providing large scale high quality NHS services to patients across Surrey and we believe our involvement in delivering adult community services offers the best outcomes for patients and value for money for the NHS.”
